ItemA arquitetura jurídico-institucional de um ambiente de inovação brasileiro: o Parque Tecnológico de São José dos Campos.(2015-04-15) Mello, Patricia Alencar SilvaThis study aims to investigate the legal and institutional architecture of an innovative environment called Technology Park. This is a real estate arrangement that involves the so- called triple helix elements - academia, private sector and government and intends to transform knowledge into development through activities based on science, technology and innovation. The intention is to contribute with the premise that these arrangements are the result of the new knowledge-based economy and the current system of innovation concept that requires interdependence and interaction between different actors. Among them we stressed the State that can be patient for results and that is the potentially creator, developer and coordinator of systemic innovative process in diverse places. The single case study strategy was chosen to observe in detail the juridical structure of the São José dos Campos Technology Park and to learn lessons that can help new models of technology parks and public policies that address the structuring of innovative environments. We prioritized the examination of: (i) its legal and institutional physiology; (ii) the players involved and their legal binds; (iii) the influence of the state and public policies that permeated it; (iv) its implementation and development; and (v) formal and institutional challenges that it faces. It was understood from the case studied, that technology parks are to be structured as hybrid arrangements, according to the innovation system theory, in which the elements of the triple helix act in synergy with an active state action. Its juridical and institutional architecture derives from contracting and regulation technologies applied in environments built upon specific institutional factors. We conducted a qualitative case study in two Brazilian PNPs, Projeto Guri and Orquestra Sinfônica do Estado de São Paulo, through documental analysis and semi-structured interviews. Content analysis of the data yielded a trust framework that begins to explain how a variety of factors, including the protective qualities of the management contract and the strength of the board, moderate the relationship between interpersonal and interorganizational trust in PNPs. The study reveals that unlike Zaheer et al (1998), interpersonal trust had a unique and prominent effect on State interference and types of collaboration in PNPs. Parting from the suggestions by previous authors to contextualize PNP literature findings, the framework takes into account the highly personalistic qualities of Brazilian culture as well as historical and institutional context while highlighting the crucial role of interpersonal trust in Brazilian PNPs. Serão abordados aspectos teóricos sobre a figura do fundo patrimonial – também conhecido pela expressão inglesa endowment – inserida em um contexto de garantia de sustentabilidade do terceiro setor, inclusive com uma breve abordagem da experiência internacional sobre o tema. Diante da recente edição da Lei nº 13.800/2019, o trabalho apresentará o novo marco legal dos fundos patrimoniais no Brasil, trazendo a conhecimento a modelagem traçada pela nova Lei, bem como eventuais problemas que podem decorrer da sua aplicação. The dominant literature of management and strategy favors, in its framework, concepts and practices that support and are supported by large private corporations. The growing influence of these organizations in academia and society helps explain the role of importance that strategies of corporate social responsibility have achieved in the legitimation of neoliberal ideology and practices which help to reaffirm. In turn, this framework helps to explain the marginal position that social organizations occupy inside the area of strategic management. This dissertation seeks to expand the discussion of the studies in the field of strategic management that addressed the hegemonic construction of the field, their processes of legitimation and diffusion and their critical approaches, including the aspect of coloniality in which the dominant literature falls. The understanding of strategic trajectory of a social organization, the Social Service of Commerce - SESC, was given by the research processes of legitimation mobilised within the organization itself and in the context in which it operates. For such, the contextualist perspective allowed the observation by internal and external relationships established and the changes and continuities promoted due to its legitimacy. To represent organizations as political and cultural systems that influence and are influenced by the environment, this research promotes understanding of the ideological components and power in strategic management, commonly naturalized by the mainstream literature, making room for even the decolonization of the area of strategic management, emphasizing the diversity of organizations and practices, and the possibility of coexistence of different types of organizations in the area. ItemA Exposição Universal 2020 e seu legado para São Paulo: construção e gestão do Centro de Convenções(2013-08-29) Rossi, Carla; Urbano, Fabiano Augusto Rodrigues; Delphino, Jussara Maria Rosin; Bosso, Renato MichelThis research was developed in order to discuss the transversal management of public policies on human rights and social participation in São Paulo, taking in account the proposals and practices of the newly created Secretariat of Human Rights and Citizenship (SMDHC). From the case study method developed by Robert Yin (2001), this research sought to understand the structure of the Secretariat, the mechanisms by which it develops its role both as articulator and public policy makers in their field and the key challenges on the horizon of transversal management of public policies. Based on a theoretical framework on the concepts of transversality and intersectoriality and their relationship with the public policies on human rights and social participation six variables were established for analysis that guided this research – peopleand administrative management, information management, federalism, political and institutional capacity, strategic management and social participation. Resulting from the analysis, this research concludes that the radicalization of transversality as a management model enables the universalization of public policies on human rights in the city of São Paulo. Proposals were formulated to contribute to transversal management of public policy, under the perspective of defending and promoting human rights and social participation and thereby strengthen the coordinating role of the Secretariat throughout the City. ItemImplementação do modelo de organização social em equipamentos públicos de cultura no município de São Paulo: perspectivas e desafios(2023-12-12) Pereira, Gabriela Fontana JunqueiraO presente texto tem por finalidade discutir algumas estratégias para implementação do modelo de gestão por organizações sociais nos equipamentos culturais municipais públicos geridos pela Secretaria Municipal de Cultura da cidade de São Paulo, por meio do fortalecimento do Terceiro Setor. A pesquisa busca estabelecer conexões entre a literatura que trata sobre Organizações Sociais e o diagnóstico feito na Secretaria Municipal de Cultura da cidade de São Paulo no ano de 2020 (São Paulo, 2020). Diversos teóricos e gestores públicos defendem que esse modelo é mais eficiente para a gestão, implementação e monitoramento da política pública. A pesquisa baseia-se no estudo de caso, utilizando-se de revisão bibliográfica, pesquisas de campo, bibliográficas, entrevistas e documental. O ponto de partida é uma análise mista, tanto quantitativa quanto qualitativa, utilizando como método para pesquisa a investigação de dados referentes à atual estrutura de gestão, cargos, salários, orçamento, programas e equipamentos culturais da Secretaria Municipal de Cultura de São Paulo e sua distribuição pelo território. Foram feitas entrevistas com ex-secretários de cultura, dirigentes da sociedade civil e de organizações sociais para complementar o estudo e identificar como esses diferentes perfis se posicionam. Do ponto de vista conceitual, a discussão aqui proposta é centrada na gestão cultural no panorama da Reforma do aparelho do Estado que ocorreu na década de 1990 com enfoque na Organização Social como modelo alternativo à gestão de equipamentos e programas culturais. Contudo, independente dos conceitos teóricos e das discussões do modelo a ser adotado, na prática, o estudo conclui, de modo geral, que existe um estrangulamento do funcionalismo público acarretando sérios problemas na administração direta. Há uma escassez de funcionários atrelada a baixa qualificação por conta da defasagem salarial que em certos níveis compromete a qualidade dos serviços prestados à população. Essa situação oportuniza a implementação desse modelo gestão gerencial. Nesse contexto, este estudo busca fazer recomendações para melhorar a implementação desse modelo de gestão de forma efetiva e consistente. E nessa perspectiva as Organizações Sociais têm a possibilidade de assumir o protagonismo na execução das políticas públicas que atualmente são de competência da Secretaria Municipal de Cultura, mas ainda permanecendo sob responsabilidade do Estado a formulação das políticas públicas. ItemA organização social e o acesso à cultura: o caso das bibliotecas parque do Estado do Rio de Janeiro(2016-03-30) Zugliani, Luiz FernandoThis dissertation seeks to analyze the contribution of Social Organizations to cultural rights access, based on the experience of Libraries Park of the State of Rio de Janeiro, especially those located in Manguinhos and Rocinha. Aware that forms of cooperation to the realization of cultural rights are manifold and need to be designed from the interrelation of various players and aspects, all invariably need to flow into management frames that enable the access to culture. The research adopts the case study method, making use of bibliographic, documentary and field research. These findings introduce the construction scenario of cultural rights to a large expansion in Brazil, and highlight that to materialize them, it is necessary to study, evaluate and adopt alternative rather than traditional organizational characterizing the direct and indirect public administration. This document addresses the field of management and cultural rights in the context of the three major reforms of the Republican State apparatus, which occurred in the 30, 60 and 90, with emphasis on the latter, which incorporates the theory of New Public Management, the basis of this thesis. Focus is on the OS as an optional model for the management of cultural facilities, from the existing reality, motivations, strengths and perspectives and adds a narrative about the design process of the laws of the State of Rio de Janeiro. The research checks how these cultural facilities emerged and how the network formation of Park Libraries occurred. It describes the process of implementation of the Culture Social Organizations in the state and has the manager of libraries and their relationship with the Secretariat of Culture. It concludes that there is need to improve management mechanisms, so that the model can, in fact, provide contribution to access to cultural rights. ItemAs organizações sociais e as ações governamentais em cultura: ação e política pública no caso do estado de São Paulo(2014-03-26) Bittencourt, Lúcio NagibThe present thesis addresses the operationalization of cultural public policies, focusing on the São Paulo State Government experience with the so-called Social Organizations arrangement. Literature reviews were developed regarding how the Brazilian federal government has acted on this issue so far, about Brazilian studies of cultural policies in a comparative perspective, as well as in relation to the referred specific arrangement now in place for 10 years in the State of São Paulo. Based on those reviews, it is hereby espoused that policies in question are complex and have at least three specificities, i.e., they are metapolicies, since not only their results, but also their processes, are perceived as a cultural project; they connect loose and minimal agreements regarding the role that governments should play in this field, resulting in vagueness about their goals; nonetheless, it is acknowledged the insufficient data available on the actual daily performance of this specific arrangement. In that sense, 31 semi-structured interviews were conducted in the State Department of Culture, with Social Organization managers and technicians, as well as personnel acting on the cultural arena although not directly involved in the arrangement. Great multiplicity was indeed identified: governmental and non-governmental organizations work together; different organizational structures, personal experiences, descriptions about process sequences, actions performed, questions asked, and expectations about the policy they were supposed to operate through this arrangement. Therefore, it is hereby suggested that the notion of public action in hybrid arenas is of utmost relevance for recognition and handling of the complexities involved in public policies operationalization, as in the case of the referred arrangement of Social Organizations regarding the topic of culture. Through this concept, the recognition and connection between different people, ideas and structures involved in its daily functioning becomes possible, as well as in relation to other languages of public actions involved - being the public policies one of them - and the uncertainties which compose the sociotechnical controversies experienced in the arena, becoming hybrid. In this context, dialogue amplification emerges as an alternative for the construction and learning of new routes regarding the practice of cultural governmental actions. ItemOrganizações sociais em Pernambuco: o desenho institucional do controle externo sobre os contratos de gestão(2012-10-31) Melo, Paulo Hibernon Pessoa Gouveia deThe goal of this survey was to analyze the institutional model of the external control over the management contracts within the Financial Department of the state of Pernambuco in regards to its observance, by key players involved, of the contents of state laws which govern Social Organizations: the public administration sector, technicians within the Financial Department and members of its audit council. This study was based upon the following premises: that the new arrangements for the provision of public services through partnerships with Social Organizations, demand by the Financial Department, institutional models of objective inspection that strives for t ransparency when disclosing information; that the formatting process of such institutional models are dynamic, allowing that the contingencies experienced in its implementation might contribute to its improvement; and that these institutional drawings crea te impact upon the behaviour of the key players involved. The study was based upon documental analyses. The qualitative methodology of content analysis was chosen to analyze the data. The survey results showed that the institutional control of management c ontracts under the TCE - PE is characterized by its fragility as a mechanism for disclosure of information and therefore does not contribute to the reduction of information asymmetry that is established with the implementation of management contracts. Additi onally, this survey shows that the current institutional control model compromises and limits the performance of the Auditors Council to control these settings. Finally, it is shown that, despite its fragility, there was a low - compliance rate identified, a mong key players involved, in regards to implementing the current institutional model of control of management contracts; this implies a low institutionalization of this model. The results should provide a renewed discussion about the mechanisms of control of management contracts by TCE - PE, which may result in a new institutional model in order to bring out more transparency to partnerships with Social Organizations. ItemSobre a dimensão tempo-espaço na análise organizacional(Associação Nacional dos Programas de Pós-graduação em Administração, 2005-06-01) Vergara, Sylvia Constant; Vieira, Marcelo Milano FalcãoThe purpose of this essay is to discuss the time-space dimension in human reality evolution and search for an answer to the following question: is that dimension helpful for the understanding of organizations? Why? It is argued that it is, since it broadens the explanatory power of objects that compose organizations, which are shaped in accordance to time-space in which they are conceived and practiced. The essay takes the leibnizian premise that time is an order of successions, and space is an order of coexistences. It makes use of the authors' reflections about the theme in an argumentative process that seeks to justify that time-space and forms of organizing society assigns the social habitus in several temporalities, and that the determinant semiology of time-counting allowed the establishment of an organizational evolutionary sequence and techniques inside civilizations. Nowadays time-space is a fundamental variable in the dynamic of global economy as well as of social and cultural relations. While in physics time and space got new definitions, breaking with Newton's theory, in social sciences time-space reveals itself to be socially constructed, thus, social events represent the human dimension of time-space.
