This thesis reflects on the reform of the Judiciary and, particularly, on the reinstallation of the first instance of the Federal Court through the Institutional of the Act No. 2 of October 27, 1965. It re-traces the institution's trajectory since its inception in 1890 through its extinction in 1937 and uses, as central elements of analysis, the proposals of reform presented to the Ministry of Justice for elaboration of constitutional amendment draft by determination of the President of Brasil. It identifies the interests of lawyers' associations, Fundação Getúlio Vargas and the Judiciary itself, associates the re-creation of the body with the so-called 'STF crisis', intensified since the Federal Constitution of 1934 and concludes that the Federal Justice resumes to account for the increase in the suits involving the interests of a state that is increasingly involved in the economic field, and which takes place in parallel with the administrative reform undertaken to increase revenue and improve oversight of state activities.
