    Four decades after the Stockholm Conference on the Human Environment, and just a few months after Rio+20, this paper aims to deepen the path followed by the global agenda of sustainable development, since Rio+92 until the challenges, mostly frustrated, faced by the conference recently held in Rio de Janeiro. For this purpose, the advances and regressions in this agenda were identified, as well as the preparatory process, the results achieved in Rio+20 and the threats posed by the new global environmental agenda. The methodology adopted has a qualitative focus, by using a discourse approach with regard to the first stage of data analysis and a correlation between the work by Jared Diamond, 2006, and Rio+20, as a complementary phase. The paper concludes that the discourses of food security, deficient gross domestic product (GDP), scientific credibility, green economy, and the private sector importance for sustainable development stood out during the 2012 summit. Furthermore, analyzing the prospects of the international agenda in the coming years, the paper concludes that the world faces nowadays a clearly political deficit with regard to the implementation of decisions which have already been repeatedly adopted. In other words, the major challenge for sustainable development today is the inability of specific actors, clearly identifiable, to take concrete actions.

    Trabalhadores e associativismo urbano no governo Jânio Quadros em São Paulo (1953-1954)

    This article analyses the popular organizations activities, particularly the ones related to the working-class neighborhoods, during the short period of Jânio Quadros administration in the São Paulo city. Janio had been elected with strong support from these organizations. Based on the analyses of around 250 processes, gathering petitions, letters and other documents from the Neighborhoods associations to the Major cabinet in 1953 and 1954, the article aims to explore the populist political system, highlighting the role of urban dimension in the workers and political leaders' strategies.

    Desigualdade social e saúde no Brasil

    This paper studies the relationship between social inequality and health in Brazil. The strategy adopted by the authors was to analyze needs and uses of medical care as well as access to health insurance plans according to income distribution. Determinants of health care consumption were also studied by means of logistic regression. The main source of data was the 1998 National Sample Household Survey of the Brazilian Institute of Geography and Statistics (PNAD-IBGE). In general, individuals in the lowest income distribution deciles had less access to health insurance, greater need for medical care, and lower consumption of such services. Other determinants of health care consumption were heavily associated with the most privileged social strata (greater access to schooling, water supply, sewerage, electricity, garbage collection, and health insurance) and with factors pointing to the capacity to supply these services in country.

    Narratives and sensemaking of an organizationally-based environmental disaster

    This work investigates the narratives of corporations, public agencies, politicians, unions, lawyers, public attorneys and community in different public inquiries undertaken as a response to an organizationally-based environmental disaster in Brazil. In order to understand the phenomenon, this paper creates a framework that integrates sensemaking, narrative analysis and theater metaphor. Then we use the conceptual framework to analyze five public inquiries of an ongoing pollution caused by Shell's actions of producing, storing and dumping toxic chemical products in Vila Carioca, São Paulo, Brazil since the early 1940s. The analysis uncovers relationships between public management, corporations and society through their narratives, which are imbued with contradictions, revealing how meanings were selected, legitimized, codified and institutionalized.

    O efeito da intenção de reeleição sobre gastos em saúde: uma análise com base no modelo de reputação política

    The effect of reelection intention on public health expenditures: An analysis based on reputation models. The political model of reputational-building argues that if the incumbent politician aspires to be reassigned, he/she must act in the voters' interest to obtain their approval and consequently their votes. Considering that voters are sensitive to public health expenditures, we check how reputational incentives shift municipal spending patterns in electoral years. The empirical tests for 3.004 Brazilian municipalities show an increase of health expenditures in those cities in which incumbents are trying to maintain their jobs. In addition, we find an increment in health expenditures where mayors forfeit their chance of being reelected to the benefit of a party mate.

    Reflexões acerca da sociedade civil e dos direitos humanos

    Why do our societies still accept and even perpetuate human rights violations? The first part of this paper discusses why individuals respect or do not respect other people's rights. Disrespect for rights emerges, among other factors, from persistent inequality that creates moral exclusion and, consequently, promotes the invisibility and demonization of those who struggle for their rights. The second part of this paper explores the role of civil society, which, with its variety of interests, provides for a plural discourse, publicizes injustice, protects private space, interacts directly with legal and political systems and drives social innovation. Towards an agenda for strengthening the future human rights discourse, the authors suggest three strategies: improving communication and educational capacity, investing in innovative models, and building and strengthening networks that will ensure an active dialogue among diversities.

    A visit to the Baron

    The towering figure of the Baron of Mauá holds an indisputable place in the economic development of Brazil. His trajectory is widely analyzed not only because of his important achievements, but also because he became the symbol of an entrepreneur, whose failure in business is often blamed on an institutional context that could not understand his vision of development for the country and was hostile towards his industrialization projects and modernization of Brazil. Nevertheless, if we review his trajectory, we will see that not only can his actions in business be considered mistaken, if analyzed in the light of current concepts developed in the field of strategy, but they were also close to the governmental policies of the time. Therefore, to a certain extent, Mauá was a prisoner of the Brazilian institutional context of his day. The aim of this article is to review the position that Mauá, as a classic-style entrepreneur, was opposed to the institutional order of his day and, for that reason, would have been punished. We will actually see that on the one hand, he was opposed to it, and on the other he also trusted it and came to depend on it.
