As elites dirigentes do futebol carioca: da primeira República ao Estado Novo (1920 – 1945)

Abstract

As elites esportivas determinaram o tipo de estrutura organizacional das entidades que administram o futebol no mundo inteiro. As instituições máximas, como a FIFA, regulamentam o esporte em quase todos os aspectos, mas deixam aberturas importantes para as associações nacionais adaptarem suas culturas e os formatos de organização mais adequados às condições de cada país. A implantação do futebol brasileiro, durante a Primeira República (1889-1930), foi similar aos caminhos adotados em outros centros futebolísticos desenvolvidos da América do Sul, notadamente Argentina e Uruguai. Jogadores e dirigentes pertenciam às famílias da elite social e econômica. A popularização do jogo atraiu não só jogadores e torcedores das classes trabalhadoras, mas também novos gestores que perceberam a necessidade e as vantagens de clubes rentáveis, vencedores e cada vez mais admirados, capazes de atrair mais espectadores para os estádios cada vez maiores. No Rio de Janeiro, capital federal e centro do poder político, o processo brasileiro de consolidação passou por cismas e cisões, estendendo-se até a Era Vargas (1930 – 1945), com o surgimento de uma nova categoria de administradores, em geral profissionais liberais, originários das classes médias urbanas emergentes. Alguns dos mais relevantes deles eram ligados ao novo grupo político que assumia o poder federal e comandava profundas mudanças na estrutura da sociedade brasileira. Do choque entre os dois conjuntos de esportistas nasce o sistema que organiza e comanda o futebol até hoje. Quem eram esses homens? Quais suas ligações com as elites econômicas e políticas da época? Como interagiram com diferentes governos federais e estaduais? Qual o papel da imprensa esportiva? Como a estrutura política do futebol foi construída?

Sports elites have determined the type of organizational structure of the entities that manage football around the world. The governing bodies, such as FIFA, regulate sport in almost all aspects, but leave important room for national associations to adapt their cultures and organizational formats to best suit the conditions of each country. The establishment of Brazilian football, during the First Republic (1889-1930), was similar to the paths adopted in other developed football centers in South America, notably Argentina and Uruguay. Players and managers belonged to families of the social and economic elite. The popularization of the game attracted not only players and fans from the working classes, but also new managers who realized the need for and advantages of profitable, winning, and increasingly admired clubs, capable of attracting more spectators to ever-larger stadiums. In Rio de Janeiro, the federal capital and center of political power, the Brazilian consolidation process went through schisms and divisions, extending into the Vargas Era (1930 – 1945), with the emergence of a new category of administrators, generally liberal professionals, originating from the emerging urban middle classes. Some of the most important of them were linked to the new political group that was taking over federal power and leading profound changes in the structure of Brazilian society. The clash between these two groups of sportsmen gave rise to the system that organizes and governs football to this day. Who were these men? What were their connections to the economic and political elites of the time? How did they interact with different federal and state governments? What was the role of the sports press? How was the political structure of football built?
