The health concept has assumed new dimensions with the development of scientific knowledge in face of the culture of the populations and the recognizing of its biopsychosocial and economic determinations. The quality issue has gained importance and has re-oriented different fields of action including that of health. The proposal of the movement/program/project heathy cities has been taking form and being assumed as both a new form of municipal management and the conquering of citizenship by the Brazilian population. The adherence to this proposal demands the acceptace of new concepts and values such as intersectorality by both the government and the population. That constitutes a long term experience process that is difficult to be concretized. The constant evaluation of the process and results evaluation may concur for the viability of the proposal.
