Contratação sem licitação para o desenvolvimento institucional (art. 24, XIII da Lei nº 8.666/1993) - limites e controle

Article 24, XIII of Statute n. 8.666/1993 authorizes the release from the requirement for tender when contracting out specialized technical services to qualified nonprofit organizations, aiming at the improvement of the exercise of the executive agency’s institutional missions. This hypothesis of release cannot be restrictively interpreted, neither be subjected to limitations and formalities not provided by law.
