O legado colonial na cooperação internacional: Desafios e caminhos para parcerias com populações tradicionais na Amazônia

Abstract

Este trabalho buscou identificar como o legado colonial ainda está presente nas parcerias internacionais entre instituições do Norte Global e organizações da Amazônia que representam povos indígenas, comunidades quilombolas e extrativistas. A metodologia adotada consistiu em uma análise de editais de instituições internacionais e nacionais que utilizam recursos internacionais para projetos voltados à Amazônia. Foram também realizadas entrevistas com lideranças comunitárias e técnicos das instituições que apoiam as comunidades com recursos internacionais, para compreender como se dá essas relações, empregando a ótica da colonização do poder e do saber. A partir do resultado da pesquisa, foi elaborado um guia colaborativo apontando estratégias e ações para decolonizar projetos e processos e promover a autonomia desses povos, que será divulgado nas instituições e comunidades. Entre os resultados da pesquisa, conclui-se que o legado colonial ainda está presente na estrutura da maioria dos processos que envolvem recursos internacionais, produzindo parcerias assimétricas e baseadas na tutela junto às comunidades. Ao mesmo tempo, as comunidades caminham para a autonomia, criando seus próprios fundos e modelos próprios

This study sought to identify how the colonial legacy is still present in international partnerships between institutions in the Global North and organizations in the Amazon that represent indigenous peoples, quilombola communities, and extractivists. The methodology used consisted of an analysis of calls for proposals from international and national institutions that use international resources for projects focused on the Amazon. Interviews were also conducted with community leaders and technicians from institutions that support communities with international resources, to understand how these relationships work, using the perspective of the colonization of power and knowledge. Based on the results of the research, a collaborative guide was developed, pointing out strategies and actions to decolonize projects and processes and promote the autonomy of these peoples, which will be disseminated in institutions and communities. Among the results of the research, it was concluded that the colonial legacy is still present in the structure of most processes involving international resources, producing asymmetrical partnerships based on guardianship within communities. At the same time, communities are moving towards autonomy by creating their own funds and models.
