Resumo
Using a systemics approach was proponned analyses of the Human Resources Development System of the Secretaria Nacional de Desarrollo Administrativo ofthe Ecuadorian -SENDA-. It was presented a description of the analyzed institution considering its origem, aimings, objectives, structure and results obtained in the core of Ecuadorian Public Administration. Focused by a systemic model of analysis of the Human Resources meant to obtain a more comprehensive and criticaI diagnostics in which passé the Human Resources management, and the suggest policies that benefits the efficient administration of the more important resources of the organizations, the human being.
