Os desafios para a implantação de cursos de línguas para a comunidade: o caso do CLC da Universidade Federal do Espírito Santo

This M. A. thesis is the end result of a research on the Cursos de Línguas para a Comunidade (CLC) project implemented at Universidade Federal do Espírito Santo (UFES), through which quality, low-cost courses in foreign languages have been offered to Espírito Santo's population and Ufes' academic community since the early 1990s. Our main object in the thesis was to analyze the various stages of the project's development, as well as the challenges it was faced with in its implementation. The analysis of CLC's developmental stages and of said challenges had as its starting point a study of UFES and CLC documents related to the project, as well as local newspaper artic1es focusing on the types of conflicts that arose during the implementation of CLC in the 1990s. Due to the fact that CLC was one of the pioneering efforts of the academic community as well as to the fact that no reports are actually to be found that would refer to similar projects in Espírito Santo and, for that matter, throughout Brazil, our analysis of the CLC project is quite limited from the theoretical point of view. For that very same reason, the present thesis also represents a pioneering effort on our part and, as such, will serve as a model which other institutions may wish to follow in order to implement their own foreign language teaching projects.
