Resumo
The purpose of this paper is to explore the microeconomic and regulatory theory fundamentals of the current debate about the liberalization of Brazil's usage based pricing policy for residential broadband, as suggested by the national Telecom companies. Through contextualization supported by evidence of descriptive statistics and a foundation of general versions for consolidated economic models, a narrative is designed to incorporate a justification of such policy, in the necessity of attending to optimal conditions defined herein, both by regulatory agencies and telecom companies, in order to allow for a responsible public policy that addresses the interests of consumers, especially in the telecommunication view as a protected right.
