The article presents a decisive chapter in thetwenty century brazilian education history:the process of the first Directive and Base Act(LDB) in the National Congress. Looking backten years of parliamentary debates, betweenthe preliminary draft of the Mariani´sCommission (1948) and the first replacementby Carlos Lacerda (1958), this paper discussesthe changes in the political game that led tothe referred legislation which evolued fromcomplete paralysis to the institutionalsituation to a more vivid stage, in thelegislature from 1959 to 1963, when it wasfinally approved.
