If one were to explain Brazil's regional policies with reference to ideas and values, what would these ideas be and how would they help account for behavior? Under which forms do ideas and other factors interact in the shaping of Brazil's regional power prafile? Do these ideas reflect fundamental ideologies or are they mosdy instrumental? Do they ever translate into a coherent normative vision? And how have these ideas been institudonalized, if at ali? This chapter answers these questions and shows how competing logics have helped shape and sustain Brazil's new regional activism.
