Resumo
The main purpose of this paper is to spell out the main challenges faced by three hydroelectric power plants in the Amazon - Jirau, Santo Antônio and Belo Monte- in preventing adverse impacts on local populations and in taking measures to remedy possible violations. The study focuses essentially on how decisions are taken in the planning, installation and construction phases of the large hydroelectric dams and how they influence the capacity of businesses to protect the rights of local communities. Based on official documents and interviews with relevant players and stakeholders, the research findings will allow us to make recommendations: to reform the environmental and social licensing process in the country, to make better use of human rights instruments and to introduce business practices in line with the UN Guiding Principles.
