Discussions on the use of indicators applied to the formulation of public policies gain momentum on the national scene. Among the challenges that span the theme is think of appropriate instruments to support the managers of small municipalities to make diagnoses and structured knowledge-based planning of reality. This article aims to contribute to this subject when seeking to understand which elements would make possible the creation of instruments to support small municipalities managers on the use of indicators for diagnosis and planning of public activity. To reach this goal, appealed to professional literature and conducting an investigation that included interviews with mayors and producing national institutions and experts. The search results presented in this article pointed to a number of specific features that hinder the use of indicators for smaller local governments, which allowed to suggest recommendations for assisting national institutions producing and directing data products more suitable for this audience.
