Resumo
The Brazilian prisons are currently suffering a major crisis. Despite the existence of international and national standards ensuring respect of prisoner’s dignity inside the prison, they are not being executed. In the context, the prison management through Public-Private Partnership (PPP) agreements is presented as an alternative to the public management model. The aim of this study is to demonstrate that, through PPP agreements, it is possible to create incentive structures to which public agents are subject in the public management model. Specifically, the relationship between performance indicators and the concessionaire’s paying system is explored. The PPP model adopted to the management of Criminal Complex in Minas Gerais will serve as a concrete basis for this analysis.
