Resumo
This study analyses the Legislative behaviour related to regulatory agencies in Brazil, considering two different moments: the institution moment, when the agencies were created; and the operation moment, when the agencies started to play their role. Therefore, the study considers the way legislators concerns related to accountability were expressed before and after (1998-2004) the building of regulatory framework in Brazil.
