Objetivos das escolas de governo: capacitação ou formação

The administrative reforms carried out in Brazil and in the world, led the community to rethink the shaping of public officials, thereafter, government schools were developed in order to prepare public managers for the modernization of the state and new trends in public management. However, what is observed is that this nomenclature has been used so much for schools that make high managers, able to create new policies, as for capacity and training of staffs that make up the current situation of public organizations and operationalize current policies. What is expected, is that these cores to know public administration to be able to generate a critical mass of thinkers on politics and public management, strengthening the development of knowledge on the subject and dissemination through networks to other institutions.
