Resumo
This research aimed to access the normalization of military interventions for humanitarian purposes within the United Nations Security Council. A historical approach of the subject was chosen to analyze the conjuncture and the operation of speech, focusing on the resolutions and vetoed draft resolutions of the Security Council addressing the situation in Libya between February and October 2011 and in Syria between March 2011 and July 2012, occurred during the phenomenon known as the 'Arab Spring'.
