Resumo
This monography approaches University HospitaIs Relevant Enviromental Factors in the implementation of Health and Education Policies of hurnan resources for health. Firstly, it identifies the evolution of policies, in Brazil, since the Vth National Health Conference (1975), until the constitution of the Unique System of Health (1988), stressing difficulties for the implementation of those policies on their leveI of action and budget. It surveys also the University Hospital attributions since its origin, in the 60's, to meet the nece- o ssities of medicaI schools, up to the present, in what concerns i ts social functions and i ts administration form when introduced in the Unique System of Health. Yet, characterizing the University HospitaIs as complex organizations it looks for elements in literature about Administration Science relating to: organization, envirommental analysis, andplanning and management strategy. Envirommental analysis distinguishes the study of Relevant Envirornmental Factors for a Better organizational performance in the adequate implementation of policies. With this base, it makes one study of case of the University Hospital of Santa Maria, using an analysis model that associates qualitative and quantitative methods. It uses the colaboration of one interdisciplinary group of the Federal Universit.y of Santa Maria, and data process program - Structural Analysis. It finds the envirommental factors of more relevance for the hospital system. It also uses technique of interviews to meet the specific objetive of identifying the perception of these factors by the hospital rnanagarent group. Finally, it presents analysis of the obtained data and concludes diagnosis and options for decisions and actions at short, medium and long terrns.
