dc.description.abstractEsta tese de doutorado é composta por três ensaios sobre políticas públicas. Os dois primeiros ensaios estão relacionados ao tema das aposentadorias e reformas previdenciárias, enquanto o terceiro ensaio visa compreender como os turnovers políticos e as transições de governo podem afetar o fluxo de internações entre diferentes municípios para cirurgias eletivas no Sistema Único de Saúde (SUS). O primeiro capítulo, intitulado “Os efeitos no bem-estar da adoção de regimes de pensões no estilo NDC em economias em desenvolvimento”, estuda o efeito da implementação de um regime de pensões de contribuição definida nocional (NDC) em uma economia em desenvolvimento, utilizando um modelo de gerações sobrepostas de 3 períodos. Começamos calibrando nossa economia de base para a economia brasileira e testamos o que acontece no estado estacionário quando adotamos como contrafactual a reforma da seguridade social ocorrida em 2019, onde o esquema de pensão pay-as-you-go (PAYG) foi mantido. Em seguida, comparamos os resultados que encontramos com uma série de regimes de pensões alternativos no estilo NDC, em uma estrutura que permite o trabalho formal e informal e impostos dependentes da idade. Somos os primeiros a modelar regimes de pensões NDC em uma economia que permite o setor informal. Encontramos em nossas simulações que o melhor esquema previdenciário para a economia brasileira, com base em nossa medida de bem-estar, é o sistema Beveridgeano com tributação dependente da idade. Sob este regime de pensões, temos o maior aumento nas variáveis agregadas de estoque de capital, consumo, produção, com as taxas de juros mais baixas, e taxas de reposição nas aposentadorias para os trabalhadores mais produtivos com as menores taxas. No segundo capítulo, intitulado “O envelhecimento da população brasileira e o impacto nas oportunidades de emprego dos trabalhadores mais jovens”, o objetivo do trabalho é analisar para a economia brasileira qual foi o impacto das aposentadorias ocorridas no período entre 1991 e 2010 nos resultados obtidos pelos trabalhadores mais jovens no mercado de trabalho. Utilizando uma estratégia empírica de variáveis instrumentais shift-share, estimamos que não há impacto causal das reformas na porcentagem de trabalhadores mais jovens empregados. No entanto, há um impacto na porcentagem de formalidade entre os trabalhadores mais jovens. Isto pode ser impulsionado pelo fato de os trabalhadores mais jovens receberem mais oportunidades de emprego no setor informal devido aos trabalhadores mais velhos se aposentarem mais tarde. O terceiro e último capítulo da tese, intitulado “Eleições municipais, turnovers políticos e seus impactos nos fluxos de pacientes entre diferentes municípios”, tem como objetivo compreender como os turnovers políticos e as transições de governo em eleições municipais podem afetar o fluxo de internações entre diferentes municípios para cirurgias eletivas no Sistema Único de Saúde (SUS). Testamos se há diferença quando o turnover ocorre na origem ou no destino e constatamos que quando o turnover ocorre no município de destino do paciente o efeito na queda dos fluxos entre municípios é maior e mais duradouro, enquanto que quando ocorre no município de origem esse efeito é menor e mais curto. Além disso, testamos se há diferença nos resultados quando há ruptura ou criação de vínculo partidário entre os prefeitos dos municípios que fazem a ligação entre os municípios de origem-destino do paciente, e se a participação em algum tipo de acordo de cooperação intermunicipal por meio de consórcios públicos reduz o efeito negativo da rotatividade política e das transições governamentais no fluxo de pacientes entre diferentes municípios. Para responder a essas questões, realizamos um estudo de evento para verificar mudanças no fluxo entre municípios antes, durante e depois do período eleitoral. Até onde sabemos, somos os primeiros a encontrar efeitos de repercussão das mudanças políticas entre diferentes municípios.
dc.description.abstractThis doctoral thesis is made up of three essays on public policy. The first two essays are related to the topic of retirements and pension reforms, while the third essay aims to understand how political turnovers and government transitions can affect the flow of hospitalizations between different municipalities for elective surgeries in the Brazilian Unified Health System (SUS). The first chapter, called “The welfare effects of adopting NDC pension schemes in developing economies”, studies the effect of implementing a notional defined contribution (NDC) pension scheme in a developing economy, using a 3-period overlapping generations model. We begin to calibrate our base economy to the Brazilian economy and test what happens in the steady state when we adopt as a counterfactual the social security reform that occurred in 2019, where the pay-as-you-go (PAYG) structure was maintained. We then compare the results we find with a range of alternative NDC pension schemes within a framework that allows for formal and informal work and age-dependent taxes. We are the first to model NDC pension schemes in an economy that allows the informal sector. We find in our simulations that the best pension scheme for the Brazilian economy, based on our welfare measure, is the Beveridge with age-dependent taxation. Under this pension scheme, we have the largest increase in aggregate variables, capital stock, consumption, output, and the lowest interest rate, and the replacement rates for the most productive workers see the biggest declines. In the second chapter, called “The aging of the Brazilian population and the impact on employment opportunities for younger workers”, we analyze the impact of retirements that occurred in the period between 1991 and 2010 on the results obtained by younger workers in the labor market for the Brazilian economy. Using an empirical shift-share instrumental variables strategy, we estimate that there is no causal impact of the reforms on the percentage of younger workers employed. Nevertheless, there is an impact on the formality share within younger workers. This may be driven by younger workers receiving more employment opportunities in the informal sector due to older workers retiring later. In the third and final chapter, called “Municipal elections, political turnovers, and their impacts on patient flows between different municipalities”, our objective is to understand how political turnovers and government transitions in municipal elections can affect the flow of hospitalizations between different municipalities for elective surgeries in the Brazilian Unified Health System (SUS). We test whether there is a difference when the turnover occurs at the origin or the destination and find that when the turnover occurs in the patient's destination municipality, the effect on the drop in flows between municipalities is greater and longer lasting, while when it occurs in the municipality of origin this effect is smaller and shorter. Furthermore, we test whether there is a difference in the results when there is a rupture or creation of a party connection between the mayors of the municipalities, and whether participation in some type of intermunicipal cooperation agreement through public consortia reduce the negative effect of political turnover and government transitions on the flow of patients between different municipalities. To answer these questions, we run an event study to verify changes in the flow between municipalities before, during, and after the electoral period. To our knowledge, we are the first to find spillover effects of political turnovers between different municipalities.
