Resumo
The last twenty years have seen a change, worldwide, in the understanding of the concept of the human right to education. Traditionally this understanding basically involved access to the mandatory levels of schooling. Today, there is a growing consensus that, beyond this access, each child and youth also has a human right to an educational process of quality. Thus, the goals and indicators used in the quantification of an individual’s schooling and the expectations in regard to improvements in education have gained a more central importance in the efforts of monitoring the fulfillment of the right to education around the world. Therefore, the present dissertation was aimed at analyzing how social and governmental actors in Latin America as a whole and in Brazil in particular have been dealing with the use of educational goals and indicators, as a relevant element for monitoring the fulfillment of the human right to education.
