Resumo
Planning involves all areas of organization, resources and demand some instruments of incorporation and organizational help in their development and deployment. The instruments considered in this work are: the status, the regiment generally, the institutional development plan and design educational institutions. The first two provide an institutional and organizational structure of operation of the University, the last two provide guidance for where and how the organization will grow and consolidate. It was found through research theory and practice, where he developed a questionnaire to identify with the governing body and the other managers, understanding and / or knowledge on strategic planning and especially on the institutional development plan of the University. The university behavioral and cultural barriers when the implementation of the planning process. The institution is very rich in individual initiatives. The lack of information and a flow structure (processes) and strategic information storage (database) impedes the deployment of planning. Another aspect found in the areas of management is not understanding and / or knowledge of the role of planning tools and their application to correct UNIFESP. There is a distance between the concepts and their implementation, is proposed as alternative options to make the strategy work through better design of organizational structure and use of the method proposed by the analytical intelligence to analyze data and information, and decision making.
