Resumo
This article aims to discuss how the work is carried out of residential care services addressing the Estatuto da Criança e do Adolescente and the regulations established for the shelters - Plano Nacional de Convivência Familiar e Comunitária e as Orientações Técnicas para os serviços de acolhimento para Crianças e Adolescentes. It also presents the main challenges faced, such as the adequacy of institutional practices with the legislation and technical parameters, the need to undertake institutional responses that meet the demands of sheltered and permanent articulate and intersectoral work with the social protection network. Despite the challenges, the shelters tend to move towards the new public action, that overcomes the boundaries of sectoralization and lets unite diversified services, programs, actors and institutions.
