Resumo
This study examines the early implementation of the Plano Juventude Viva in São Paulo, conducted by the Municipality of the city, through its Coordenação de Políticas para Juventude, of the Secretaria de Direitos Humanos e Cidadania. The Plan is a federal government action, aimed at preventing lethal violence and the expansion of the rights of young black males in areas of high social vulnerability. Its implementation in São Paulo began in 2013 and involved an Interdepartmental Working Group, which gives the policy a crosscutting perspective. The analysis made in this paper uses documents of the Secretaria Nacional de Juventude and of the Municipality itself and also interviews with public officials and social organizations involved in the issue
