Resumo
The aim of this work is to put forward a proposal for an Environmental Educational Policy to be implemcnted at Municipal leveI. lts main objective is to intervene in the social-economical, ecological and political structure of the smallest fraction of the Estate, considered in debt. The poli tical action of the Environrnental Education will firstIy provide a thorough study of the environrnent and its impact on the variables it interacts with and which make life compromising and disharmonious for Gaia and its inhabitants. Secondly, it will also study the social reIations and social movements, namely the factors that determine conflicts and confrontations which are due to the decisive power inherent in the different social groups. Thirdly it aims at reconstructing the residents' subjectivity lost long ago together with the illusion of being able to participate in improving life in society. This reconstruction, the recovery of the dignity and the restoration of the values of the concepts of full citizenship are to happen simultaneously. Firm, concrete actions will be required ,towards reforms that bring back democratization of the political and civil institutions, organizations and entities at municipal leveI. The introductory part deals with the dimension of the problem and the thcoretical and methodological framework. part 1 1s the beginning of a criticaI anaIysis of the phenomena that unites Man, Nature and Education.
