Resumo
The study has the objective to verify the existency of engagement of the enterprise Telecomunicações do Rio de Janeiro Sociedade Anônima - Telerj - to the quality management model the company took. The assumption is that, without an effective partnership from alI organization members, the quality management model wilI have few chances to be fulIy successful implemented. Data relating to managerial actions, and decurrent results, from a eight years period on which was attempted to introduce quality management to the company, were analysed. The reflections about the obtained facts brought to conclude that there is no engagement of the organization, as a whole, to the quality management model.
