OEA, evoluir ou perecer: a luta permanente por relevância e eficiência na proteção e promoção da democracia nas Américas

Abstract

The goal of this paper is to study the history of the role taken by the Organization of American States in the protection and promotion of democracy in the continent, so that it is possible to understand its current place and future possibilities. For that, we rely on Ernst Haas' work on institutional change. The hypothesis is that the OAS went through a learning process, during which its original values and implicit theories were questioned. As a result, its fundamental objective was redefined and new mechanisms were introduced so that it could be successful. Not only did the end of the Cold War was a transformative event, so too influenced this learning process the experiences the organization went through in the last twenty years

O objetivo do presente estudo é traçar o histórico do papel da Organização dos Estados Americanos na proteção e promoção da democracia no continente, com objetivo de compreender o momento atual e as possibilidades futuras da organização. Para tanto, será utilizada a abordagem teórica de Ernst Haas sobre mudança institucional. A hipótese com que se trabalha é que a OEA teria passado por um processo de aprendizado a partir do qual foram questionados seus valores originais e teorias implícitas. Como resultado, seu propósito final foi redefinido e novos mecanismos foram desenvolvidos para que tal propósito fosse alcançado. Não só o fim da Guerra Fria representou um evento transformativo para a organização, como também as experiências pelas quais ela passou informaram um processo de instrução constante o qual continua em curso até hoje
