Resumo
The Administrative Reform carried out in the mid 1990s of the last century, the implementation of the budget for results in Federal Government was behind the strategy of change in Brazilian Public Administration. This new context has produced a new direction for the preparation of budgets, where the integration of these with the planning won fundamental importance and the assessment of Public Policies has become an enormous field of action, although the research on the impact these policies gain a little advanced in this new institutional environment. In this direction, this work investigates the restrictions on impact assessment in the model budget geared toward results implemented by the federal government – PPA.
