Análise da política para a educação profissional e tecnológica no Brasil: evidências e articulações para atender a indústria

Abstract

O objetivo desta pesquisa é analisar as evidências e a pauta das articulações relacionadas a política para a educação profissional e tecnológica, entre os atores institucionais e governamentais, para atender a demanda por profissionais que atuam nas cadeias industriais. O estudo adota uma abordagem qualitativa. Este trabalho demonstra que as articulações entre governo, juntamente com organizações relacionadas ao setor industrial e instituições que promovem o ensino profissional, são capazes de propiciar avanços no desenvolvimento da educação profissional e tecnológica no Brasil. O aspecto relacional entre empresas e governo para promover a educação profissional e tecnológica apresenta um caráter pioneiro no campo de pesquisa. O período de 2011 a 2022 foi o escolhido para a análise. Por meio deste estudo, será possível indicar se as políticas do período propiciaram avanço na inserção de jovens em sua formação profissional; e quanto foi atendida as expectativas institucionais apresentadas pela indústria. A análise das articulações entre instituições e governo auxiliará no conhecimento de como alinhar interesses que promovam a educação profissional e tecnológica, e que contribuam no êxito escolar dos trabalhadores, auxiliando o desenvolvimento do capital humano na sociedade brasileira. Purpose - The objective of this research is to analyze the evidence and the agenda of the articulations related to the policy for professional and technological education, among institutional and governmental actors, to meet the demand for professionals who act in the industrial chains. Methodology - The study adopts a qualitative approach, with the use of semi-structured interviews with leaders active in the articulation between organizations and government; of publications, which demand governmental actions; and of newspapers. Findings - This work demonstrates that the articulations between government, together with organizations related to the industrial sector and institutions that promote professional education, are capable of propitiating advances in the development of professional and technological education in Brazil. Originality - The relational aspect between companies and government to promote vocational and technological education presents a pioneering character in the research field. Delimitation - The period from 2011 to 2022 was chosen for the analysis. Limitations - Some issues affect vocational and technological education but will not be explored: the impact of the Covid-19 pandemic, the economy and its crises, and technological innovation. Practical implications – Through this study, it will be possible to indicate whether the policies of the period provided progress in the insertion of young people in their professional training; and how much the institutional expectations presented by the industry were met. Social implications - the analysis of the articulations between institutions and government will help in the knowledge of how to align interests that promote professional and technological education, and that contribute to the educational success of workers, helping the development of human capital in Brazilian society.
