Resumo
This study is an analysis of the international thinking of João Neves da Fontoura, brazilian politician during Era Vargas and Minister of Foreign Affairs. This work is developed by the study of Fontoura’s legal opinions that were issued when he was a consultant of the Bank of Brazil (Banco do Brasil). The aim is to verify the influence of his international thinking on his legal rationality through sources that were produced during much of the Era Vargas (1930-1942), in a period that was prior to the World War II and to his diplomatic career.
