Resumo
The Integration and Convergence of Actions in the Poorest Municipalities is a strategy implemented by Comunidade Solidária, which is a federal program aimed to reach the needs of those parcel of population who live at risks. This strategy aims to develop such municipalities trough a set of federal programs, including educational, health and income and job policies. At same time, it has the purpose of increasing their effectiveness by promoting integration between them so as to create a synergetic effect able to produce a greater change in the reality of those municipalities as well as by engaging new partners, from both government and societal organizations, which could bring other initiatives and efforts to the same goal. This paper is a case study of the Municipally of Sobradinho, witch is sited in the state of Rio Grande do Sul and where this strategy was implemented in 1996. Its objective is to identify if the strategy’s expected effects have been produced and whether the mechanisms meant to increase the level of effectiveness of those federal programs are being successful.
