A percepção dos afrodescendentes quanto ao assédio moral no âmbito da Procuradoria da Fazenda Nacional

Abstract

O objetivo principal deste estudo é entender como os Procuradores da Fazenda Nacional afrodescendentes percebem o assédio moral na instituição, quais as eventuais formas de manifestação e medidas de combate. Foi utilizada a análise de dados secundários provenientes do Sindicato dos Procuradores da Fazenda Nacional e da Corregedoria Geral da AGU, bem como pesquisa de campo valendo-se do método qualitativo realizado por meio de entrevistas a Procuradores da Fazenda Nacional, sendo estas entrevistas analisadas por meio do método analise do discurso. Foi demonstrado que os Procuradores da Fazenda Nacional têm uma compreensão de todos os aspectos e espécies de assédio moral e que pouco percebem a ocorrência do assédio moral típico na instituição, sendo, contudo, percebida a ocorrência do assédio moral institucional, que não seria direcionado e motivado por quaisquer questões raciais.

Purpose – The main objective of this study is to understand how Afro-descendant National Treasury Attorneys perceive moral harassment in the institution, what are the possible forms of manifestation and combat measures. Metodology - The analysis of secondary data from the Union of National Treasury Attorneys and the General Internal Affairs of AGU was used, as well as field research using the qualitative method carried out through interviews with National Treasury Attorneys, and these interviews were analyzed through of the discourse analysis method. Findings – It was demonstrated that National Treasury Attorneys have an understanding of all aspects and types of moral harassment and that little perceive the occurrence of typical moral harassment in the institution, however, the occurrence of institutional moral harassment is perceived, which would not be directed and motivated by any racial issues. Research limitations - For greater robustness of the findings of this work, complementary quantitative research would be opportune, trying to have a greater institutional reach. Furthermore, the insidious nature of the topic requires multidisciplinary follow-up to expand the number of respondents, the depth and personality of the questions, mitigating any psychological damage arising from revisiting memories of harassing conduct. Practical implications – The study indicates the occurrence of a type of moral harassment that has been emerging in Public Administration, which is institutional moral harassment, and this subject should be further discussed and deepened in public organizations. Originality – Based on the research carried out, this is the first study that seeks to understand the isolated perception of a minority group regarding the occurrence of moral harassment in its institution.
