Nowadays, the two most prominent coalitions in the Brazilian educational context are the Campanha Nacional pelo Direito à Educação and the Todos pela Educação. These two coalitions differ from the historical movements due to their capacity to aggregate various actors from government and non-government organizations, and from different hierarchical levels in a single alliance, due to shared values and beliefs - close to the concept of advocacy coalitions proposed by Sabatier and Jenkins-Smith (1993). Despite of sharing the same final goal, however, the two coalitions have different origins, compositions, financial sources and strategies. Their relationship with the government is one of the topics that most differentiates them, which will be analyzed using the launch of the Educational Development Plan (PDE) as a case study, due to the similarity between the name of one of the coalitions and one of the objectives proposed by the PDE. In this article, we will present the two coalitions and their relationship with the government, using the PDE as an example.
