Resumo
This paper relates the main concepts about local development. This term has had many conceptions throughout history, and we will start by discussing its different interpretations and contexts to reach its socioeconomic aspects. In this perspective, we will analyze some key methodologies that can contribute to design the dynamic process of 'local development system'. In addition, we will intend to demonstrate the potential of the local development agencies as the trigger of this 'system', as well as, the barriers that can prejudice its full performance.
