Resumo
This article presents the strategies implemented by the public administration of Bogota, Capital District, from 1995 to date, in order to foment the culture of citizenship and the transformation of the relationship between its citizens and their territory. As to clarify the roots of the transformational impulse in Bogota, and provide background to the political environment in Colombia in the 1990’s and to the strategies used by municipal administration to enable the construction of a new paradigm of culture of citizenship, a review of the literature related to this theme, as well as the evaluation of the last two development plans from Bogota municipality, were performed. The article aims to expose the lessons taught by Bogota, so that they can serve as an example to governments and cities that wish to bring this transformational process into their reality.
