This paper shall first show how the Brazilian Supreme Court (STF), when reviewing the constitutionality of the law that created ProUni, altered the normative objective conferred to this public policy by the Executive. It is argued that, if taken seriously, the decision delivered by STF brings about normative consequences that may require changes in ProUni’s design, which now has to focus on the employment of its beneficiaries. This paper will then go on to evaluate ProUni’s compatibility with its 'new' normative objective. In doing so, we will call attention to an underlying problem: although ProUni has a positive impact on the employment of its beneficiaries, it does not sufficiently direct them to the careers the labour market values the most. Finally, this paper will conclude stating that, if the normative task STF has put on ProUni is taken seriously, there is some evidence indicating that ProUni would need to be altered so as to grant more scholarships for 'strategic careers'. We argue that this is so because, when STF conferred to ProUni the task of 'reducing economic inequality', STF also made ProUni commit to ensuring the full employment of its beneficiaries.
