The Govemment of president F emando Collor de Mello promoted an administrative reform of the federal public machine which was considered by many people as having been disastrous and inconclusive. The Departamento Nacional de Estradas de Rodagem - DNER (the Federal Highway Department), an Authority responsible for federal highways, was one of the govemment agencies affected. This monograph is intended to identify the consequences of the interventions in the organisational structure of DNER, using as a reference the reformist procedures which ocurred in Brazilian public administration since the 3 O' s. This j oumey through the history of the agency shows the inicial stages of its creation and the trajectory from success to decline when it was then subject to the reforms imposed by Collor de Mello. The studies made allow one conclude that organisational changes produced a weak DNER with limited operating capacity.
