Resumo
The Main purpose of this work is to analyze the effects of institutionalizing systems of policy evaluation on government transparency and official s accountability. Using the cases of SARESP evaluation program of education in São Paulo state and the system of evaluation of STD/AIDS state program we draft a hypothesis for the differences of public accountability achieved: public or political accountability depend much more on the institutional framework in which the program is embedded than on the evaluation itself. The results of this research show that this hypothesis is, in a great deal, approximately true.
