Resumo
This research has the goal of exploring how IT governance issue has implications on attending the citizen by means of public services enabled by mobile devices, known as mgovernment. It was studied the way agencies involved in application development to the citizen organize themselves, in terms of the legislation that defines their competencies as well as the dynamics of this development, by means of interviews with actors of relevant role in this scenario. It was also performed the governance analysis of m-government in the State, using a governance arrangements matrix. The conclusion was that the governance indicated by legislation, with policies emanated by a central agency, it is still in incipient stage, and meanwhile agencies practice m-government to accomplish goals specific to their responsibilities, indicating that there is a long way to reach the goal of a unique govern to a unique citizen
