Resumo
The main purpose of this monograph is to provi de a broad view of the transition of the Brazilian telecommunications market from the monopoly to a competitive market regarding the period from 1997 to 2000. The work introduces ANATEL, the Brazilian regulatory agency and explains its rules and practices. It accomplishes that the Agency has a strong faith in the market, on the period of our study, and did not have the same effort to provide the universalization of the services. On the period covered by this work, ANATEL also recognizes that the telecom market is not working under the desired competition levels yet, still showing prices remaining at a high leveI.
