Resumo
The Comunidade Ativa Programme was created by Comunidade Solidária as a strategy to incite the Integrated and Sustainable Local Development in small Brazilian municipalities by means of communitarian forums and capacity-building of such forums. The Programme aims at favouring people to become more active, participative and responsible for the solution of common problems and at stimulating the local cultures valorisation. The study herein investigates the possibilities and limitations for Comunidade Ativa Programme to favour community members to assume their freedom, taking over responsibility by the social reality structure. In order to respond to such question, the study herein searches for Heidegger and Hanna Arendt thoughts. The theoretic reference of this dissertation is divided into two parts. The first part addresses the following subjects: State reformation and social policies; citizenship; local development; public environments for participation; human formation; and social capital. The second part of the theoretic reference introduces the Existential Phenomenology and its notions of knowledge, man, world, freedom, politics and education. The investigation methodology involves collection and processing of data arising from lecture and documentation study and also from thirty-seven interviews performed with actors located from national scope to local sphere. In the last chapter, the collected data is interpreted accordingly to the adopted theoretic reference – what enables to point out several limitations and some possibilities for Comunidade Ativa Programme to favour community members to assume their freedom – and thinkings concerning the role, challenges and possibilities of the persuasive State are performed.
