Resumo
The importance of information systems as a strategic resource in organizations leads to the relevance of the 'sus' Cartão Nacional de Saúde' (National Health Card of the brazilian Unified Health System) in the process of restructuring of the Public Health sector in Brazil, which is seeking a new management mo deI in the three leveIs of govemment. The management diffusion of power is an extremelly dynamic process, shared among different social actors, redefining the role of managers, which take new responsabilities and requires a simpler and more flexible bureaucracy. Its challenges are big, since hea1th organizations are very complexo In this study we have tried to understand the organizational dynamics and its adaptation to the changes that are forced by the environrnent, based on the theory of H. Mintzberg and its application to the brazilian situation. The implementation experience of this nationwide system is analysed, with its sucess and difficulties, in the local administration ofNiterói, Rio de Janeiro state.
