In the years when the Labor Party (PT) has managed the country, there has been a double agenda for the Brazilian housing policy: the first one linked to the urban reform platform with a forecast of decentralization and participatory management, and the second one embodied from restructuring premises of the real estate and construction sectors, structured in structured in an exclusive private promotion policy of housing and public fundings. In this paper we analyze the trajectory of the Brazilian housing policy in the years 2000s, with the main focus on the decision-making process that structured the coexistence of these two parallel agendas and the role of actors and coalitions involved in this process. The study, which combined the institutional analysis of transformative change with theoretical approaches focused on the role of actors and their coalitions in the transformation of public policy was guided by the hypotheses of coordination of interests developed as a hallmark of the Lula Government and that supported the coexistence of these agendas, so that these structures legitimize themselves and cooperate with each other, ensuring the distribution of benefits to all groups allied interest, the hegemony of political power and the maintenance of the leading group.
