Resumo
This study attempts to propose a viable model of pu blic-private partnership for Basic Education in Brazil, in order to improve access and quality of education in the country. Makes an approach to the current situation of the sector in Brazil and shows the difference between the results obtained by publ ic and private schools, suggesting the superiority of the latter. Makes a numerical an alysis comparing public spending per student in Basic Education, more specifically i n the Elementary and Middle segments, to spending in private schools, taking as a basis Rio de Janeiro, and, thereafter, proposes a model feasible that can enab le improvement in the quality of education at lower costs, which is accretive not on ly to the government, but also to private schools. It also discusses the internationa l experience of countries like Colombia, Chile and the U.S., which have adopted po licies on education in partnership with the private sector.
