Resumo
This study intends to analyze the conception and operaion of the accountability mechanisms form the Brazilian regulatory agencies. The study starts from an analysis about the historical evolution of the Brazilian bureaucratic culture and its influences for the conception of the agencies. We also evaluate the concerns about accountability that may have been present at the formation of the Brazilian National Telecommunications Agency (Anatel) and the Brazilian National Supplemental Health Agency (ANS), responsible for the regulation of private health care. This historical base brings elements to help understanding the format of the accountability mechanisms, the observed results and the indeterminations regarding the accountability matters of both agencies.
