Resumo
This paper aims to analyses policies of public regulation, fiscalization and support to the film industry in Brazil, regarding the establishment of ANCINE - National Agency of Cinema, studied under the perspective of contemporary shifts in the institutional framework of the Brazilian State. It is studied the specific role of an independent regulatory agency for such a policy; the historic prospect of the relationship between State and cinema in Brazil; the data, outcome and strategic meaning of the agency's performance. Moreover, it proposes to evaluate the debate upon the shift in the profile and goal of the agency, since it could likely be replaced by ANCINA V National Agency of Cinema and Audiovisual, with the controversial way such a proposal has been received by cultural and cinematographic community. We will conclude by exposing that this Brazilian experience brings about a new institutional framework which we shall name sector policy articulating agency.
