Resumo
The level of investments required to promote and achieve universal access to basic sanitation in Brazil, in accordance with the goals set by the new legislation for the sector (Law No. 14.026, 2020), will require complementarity and harmonious coexistence between public and private capital in the country. To achieve the universalization goals it is essential to promote an environment characterized by legal security and adequate regulatory governance. This study aims to provide a better understanding of alternative regulatory structures for the sanitation sector and the potential incentives generated by each.
