The report presented in here aims to research trust’s initiation and development between entrepreneurs who participated at Cooperar para Competir program, which is part of the trainings offered to the Arranjo Produtivo Local (APL) de Birigui by SEBRAE-SP and other local institutions such as the Sindicato da Indústrias do Calçado e Vestuário de Birigui and Birigui’s SESI. Regarding the methodology used it was chosen a qualitative method to develop an exploratory research of case study (the program Cooperar para Competir) and there were used two research techniques – nondirective interview and oral history. For research progress there were established three areas of investigation that offer together a comprehensive view of the topic, they are: a) the first area is responsible for the context and economic structure analysis of the APL and also for its agents and its particularities. In this first part there are presented discussions about clusters, their importance in Brazil and all over the world, and an analysis of Birigui’s shoe manufacturing cluster according to Porter’s Diamond Model; b) the second area comprehends both the formal structure of the program for each class and the program’s dynamic process, its critical moments and the pedagogical strategies used in these moments. This part also presents the context in which the program was developed and ponders in an axiological perspective about cooperation’s basis that is build in class; c) the final area is related to field research when were investigated the experiences and impacts of and to the entrepreneurs who participated in the program and their opinion about the effects it had in their professional and personal lives. The nondirective interviews where applied for two groups, the Graduate Group and the New Group, to understand their development, the results of the Graduate Group and the effect the suspension of the program had over the New Group. All the efforts made during the research culminated in several conclusions as why Cooperar para Competir was successful in its objective – the success lives in the pedagogical structure which support an axiological dimension, as in cooperation was not only discussed but it was effectively produced when competencies, interests and values were integrated. The program worked as a philosophical and laboratorial space. Moreover, the themes and the sequence of the classes are not as important as the relationships built in there, which transcend the utilitarianism and functionalism of the themes. Individual and group interviews revealed that to recognize each other as equals was a trust generator for the entrepreneurs, trust that is also demonstrated when they try to understand the way each other denote meaning to trust and distrust and build a shared meaning system. Furthermore, to recognize their reality and their responsibility to themselves, to their companies, to the project developed at Cooperar para Competir and finally to their community also demonstrates the change in the mental framework of the participants, from shoemaker to real entrepreneur.
