Resumo
This work discusses basic criteria for selection of an adequate institutional model for maximizing efficiency of competition law enforcers and public utility regulators. The first one discusses the conceptual basis for a system of complemantary jurisdictions between antitrust authorities and public utility regulators. The second part analysis national and international historical experiences of the relationship between antitrust authorities and regulators. Finally, the third part suggests some policy making recommendations.
