Resumo
The central objective of this thesis is to examine the institutional development of the federal electronic government program in Brazil throughout its existence. Created in 2001, the program passed along the governments of Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. Considering the existence of an interrelationship between democracy, government transparency and electronic government issues, the focus of the analysis also contemplates the evaluation of the instruments employed to promote the government transparency related to electronic government. Under the theoretical point of view, the intent is to analyze the characteristics of the electronic government and the relates influences toward the democracy, taking as basis the discussions on democracy, publicity and transparency of public acts.
